The Ministry of Construction revised the "Residential Design Code" in 2003, GB 50096-1999 (2003 edition), Article 4.1.7, "Twelve and above high-rise residential buildings, each building should be set up with no less than two elevators. The platform should be equipped with an elevator that can accommodate the stretcher. The purpose is to solve the problem of patients who need to use the stretcher for acute or accidental injuries, and to facilitate rescue and transportation. However, the reality is that the "House Design Code" only requires the number of elevators, and there is no hard and fast rule on the area and length and width of the elevator car. And the word "yi" in the norm is interpreted as "the first thing should be done when conditions permit," making this "normative" lack of binding force.

On July 26, 2011, the Ministry of Housing and Urban-Rural Development of the People's Republic of China issued a new Residential Design Code GB 50096-2011, of which Article 6.4.2 stipulates: “12-storey and 12-storey residential buildings There should be no less than two elevators in each building, and one elevator should be installed to accommodate the stretcher. In this revision, the “Yes” in the original specification was changed to “should” and elaborated in more detail. Residential elevators should be adapted to the needs of multiple functions. In addition to daily traffic flow, residential elevators should also ensure patient safety, accommodate stretchers that require emergency transport of patients, and larger furniture.
